Public Space, Streets and Drains

The drains on both sides of this intersection are clogged and the constant lake it creates with standing water has lead to the ultimate destruction of the road surface. The intersection is now just crushed stones, chunks of asphalt and potholes Don't know what you can do, but if you can at least clean up the debris to keep stones from kicking up and level it out until a permanent fix can be figured out it would be appreciated.
