dead tree replacement withing lliving ones?

Two enormous and dead trees on the north side of the street make this area look derelict. Can these be cut down by the city and replaced with living trees please? This is a highly trafficked area also near businesses, churches and Yale. Will be uplifting to improve the environment here.
