Dangerous School Traffic

The street in front of East Rock Elementary school is becoming dangous for kids during morning drop-off. Cars are always parked on the street despite the "no parking during school days" sign. Parents will stop in the middle of the street, blocking traffic, and let their kids dash out of the car. I have watched too many close calls of cars trying to go around other cars and then have to slam of their breaks because of kids/parents walking through traffic. School busses get backed up due to the blocked traffic which then causes even more problems. Is there potential to get traffic control or a crossing guard for this school?
