Overhanging limbs

The tree in question was planted by the City and has grown immensely. The lower branches are laying low over the Homeowners yard and the sidewalk; With the Winter about to come in, as now having these limbs so low down when the snow , ice, and rain start weighing them further down , it becomes a real hazard visually and otherwise. Can there PLEASE be resolve if this issue soon?. Thank you all in Advance.
