Tree damage/trees down/overgrown bush that used to be a tree

4 years ago the city was supposed to cut down a tree on Mechanic Street in front of a residents house. It was cut but not correctly. That tree is now an ugly OVERGROWN Bush. ALSO, between Mechanic and Granite Ave, there are trees that were cut and pieces were thrown in front of these properties which is absolutely obsurd.
