Raking Leaves into the street

My neighbor rakes her leaves into the street - all of them, every year - at this time. She does it in the dark in the hopes that no one will see her. So rude and selfish. They block the street where people park . I reported this to Public Works last year. But she's back at it again. I have a video - cannot upload here.
