Private Property Issue

My name is James Pitts. I am experiencing a more than higher electric bill. There was a time when the second floor power went out, my apartment went out except the bathroom. My landlord has been telling me that my electric bill is 150 over what it is supposed to be. I don't see the bills. I want the property investigated. The landlord is Roseanne Carrano. The telephone number is 203 645 7673. The meters are in the basement always under pock and key.
