Street Sweeping

Having just read the New Haven leaf pickup/street sweeping, I have two comments/questions: 1. Why are the city schools (Wilbur Cross and little Hooker) blowing their leaves into the street? I have seen this twice within the last two weeks. 2.Given the aftermath of the recent two wind storms, yards are filled with small sticks, small branches. Why are these not being picked up if they are cut to the size to fit the paper bags? Not everyone's car is sized to cart bags of small cut branches to the Middletown Ave station.
